We are afraid that there are is no specification of Astah Plugin SDK, but the source code is available at GitHub.

Astah Plugin SDK also includes simple Astah console plugin which shows the console output for developing Astah plugin and also includes custom settings for launching Astah.

If you want to know more about astah-maven-plugin, check out the repository and the archtype plugin.
